Special Recognitions and Presentations
-Mr. Anthony McIntrye with AntMound LLC recognized Waukegan High School senior, Janette Martinez-Tolentino for designing a new corporate logo.
Action Items
-The Board of Education voted to approve facility usage fees for Lake County Community Concert Association at Brookside Campus that will be held in Trapp Auditorium on Sept 14, 2019 and October 20, 2019. The cost to the district is $2,700.
-The Board of Education voted to approve the Temporary Facilities Reports completed by Green Associates for Glen Flora Elementary, Little Fort Elementary, Oakdale Elementary, North Elementary, Washington Elementary, Clark Elementary and Whittier Elementary. Each year the District is required by the Regional Office of Education to submit a two part Temporary Facilities Report for each temporary classroom (also known as mobile classrooms).
-The Board of Education voted to approve the amendments recommended by the Administration to Policy 5215, Non-Social Promotion Grades K-12. Policy 5215 amendments update the District's policy on promotions consistent with the recommendations of the Promotion Policy Committee and its review of District protocol for implementing the promotion policy.
-The Board of Education voted to approve the amendments to Policy 4103, Employment Qualifications Background Checks. Policy 4103 amendments incorporate a change in the law prohibiting inquiry to salary histories in employment applications and procedures supporting character reviews of applicants when determined appropriate based on initial background check findings.
-The Board of Education voted to approve an agreement with Puro Futbol to publish D60 News, the District's monthly community newspaper at a cost of $2,500 a month for 10 issues annually.
-The Board of Education voted to approve the renewal of a contract of Planbook Edu for the 2019-2020 school year at a cost of $16,800. Planbook Edu is an online lesson planner that makes it easy for teachers of all grade levels to create, share and print their lesson plans.
-The Board of Education voted to approve a bid for parking lot lights at Weiss Field from Mchenry-based Jasco Electric totaling $79,186.
-The Board of Education voted to approve the execution of the ten-year capital improvement plan to address various facility infrastructure improvements at all district school buildings, starting in FY 2020/2021. It is requested that $10,000,000 be appropriated annually for the first three years of the plan for implementation. The plan will be re-evaluated for future funding after the third year. The Division of Operations will be implementing a ten-year capital improvement plan to address facility infrastructure and building improvements updates throughout all district school facilities. The Capital Improvement plan committee has solicited feedback from building administrators, parents, community members, and city officials regarding building improvement requests and priorities.
-The Board of Education voted to approve the renewal contract of School Mint, renewing HERO system for middle schools for the 2019-2020 Year, at a cost of $29,787, and a new contract for one year from July 1, 2019 to June 30, 2020 for (4) Elementary Schools (Carman, Clearview, Glenwood, and Washington Elem.) at a cost of $34,537.
-The Board of Education voted to ratify awards distributed to employees for perfect attendance, 70%+ for teachers, whose students met NWEA math or reading growth targets, and school awards for buildings that met at least one District goal in the 2018 - 2019 school year. In addition, a $50 allocation was awarded to each classroom teacher to order supplies for the 2019 - 2020 school year. The value of the awards are approximately $465,000.
Personnel Items
-The Board of Education voted to approve the appointments, resignations, leaves and retirements of 86 employees.
-The Board of Education voted to approve six additional full time employees in the Diverse Learners department at an estimated cost of $456,000.
-The Board of Education voted to approve the additional five social work positions to serve six schools at a cost of approximately $250,000. These positions are through June 30, 2020. Extension of these positions are pending funding review.
-The Board of Education voted to approve a Coordinator of Financial Accountability position at a cost not to exceed a base salary of $95,000.
-The Board of Education voted to approve an increase TRS/IMRF markup and health care contributions for all Assistant Directors and Coordinators (approximately 26 positions) for FY2019/2020 only. Future years contribution levels are contingent upon fund availability, and review by the Superintendent and Business and Financial Services department. The estimated cost of the entitlement modifications is $123,816.
Information Items
-Staff, along with representatives from Chik-fil-A’s new location in Gurnee, gave a presentation detailing the formation of a partnership with WPS60 to provide targeted support to students and the district at large, through the District’s Outreach Department.
-Staff gave a brief presentation detailing the upcoming Waukegan High School Homecoming Bonfire (September 25) and Homecoming Parade (September 28).
-Staff gave a presentation detailing complaints received by the Title IX office.
-The Board of Education reviewed revisions to Policy 1101, Citizen Advisory Opportunities.
-The Board of Education discussed options related to video taping future Board Meetings. No Action was taken.
