Action Items

-The Board of Education voted to approve the engagement of Baron & Budd, P.C. and its co-counsel, per the recommendation of the Administration, and authorize the General Counsel to execute the engagement agreement. School districts across the country have been forced to deal with the problems caused by vaping.  With a device is sleek and easily kept secret; marketing that used social media content and models that were apparently directed toward young consumers; nicotine pods that are the rough equivalent of 2 packs of cigarettes; pricing that makes the device and the pods easily available to younger people; and pod flavors that were originally more akin to candy than tobacco, a strong case can be made that JUUL deliberately manufactured a product that was targeted toward minors and highly addictive.  As a result, school districts from across the nation have brought multi-district lawsuits against JUUL in the federal court of Northern California.  In these actions, the school districts are seeking monetary damages to help offset the past and future costs borne by schools in dealing with widespread student vaping.  For example, schools are seeking costs associated with vaping-related discipline, vaping-related class and school disruption, vaping related academic underperformance (nicotine is gravely harmful to developing brains); anti-vaping sensors and infrastructure, and anti-vaping education.  Several law firms and groups of law firms are involved in these lawsuits.  Legal fees and costs for this case are based on a percentage of the final award obtained by the firms, if any.  Therefore, there is no upfront cost to this action for the District and any legal fees and costs paid would come out of the settlement fund prior to its distribution to the participating school districts. 

-The Board of Education voted to accept a bid from Broadview-based JLJ Contracting  for masonry restoration at North E.s., Abbott M.S., Washington E. S., Whittier E.S., Greenwood E.S., Webster M.S., and Hyde Park E.S. Their proposal totals $509,935. Added to the construction cost is an Architect fee of 7.5% payable to Arcon Associates, a project contingency of 10% of construction costs, and the advertisement cost of $393.45, for a total project budget approval of $599,567.

-The Board of Education voted to accept a bid from Waukegan-based Happ Builders for the Ceilings and Flooring work only at Glenwood, Oakdale, McCall, Clark, and Greenwood. Their proposal totals $816,000. Added to the construction cost is an Architect fee of 7.5% payable to Arcon Associates, a project contingency of 10% of construction costs, and the advertisement cost of $380, for a total project budget approval of $959,180.

-The Board of Education voted to accept a bid from Oak Lawn-based Krull Window Company for the windows work only at Glenwood, Oakdale, McCall, Clark, and Greenwood. Their proposal totals $2,663,796. Added to the construction cost is an Architect fee of 7.5% payable to Arcon Associates, and a project contingency of 10% of construction costs, for a total project budget approval of $3,129,960.

-The Board of Education voted to accept a bid from Elk Grove Village-based A-1 Roofing Company Glenwood Elementary School, H. R. Mccall Elementary School, and Little Fort Elementary School Roofing Removal and Replacement. Their proposal totals $2,174,000. Added to the construction cost is a consultant fee of $392,147 payable to Hutchinson Design Group, a project contingency of 10% of construction costs, and the advertisement cost of $380, for a total project budget approval of $2 783,927.


-The Board of Education voted to accept a bid from Waukegan-based Boller Construction Company for 2021 Renovations at Eight Schools. Their proposal totals $4,829,200.00. Added to the construction cost is a consultant fee of $338,044 payable to Chicago-based STR Partners LLC,  a project contingency of 10% of construction costs, and the advertisement cost of $195, for a total project budget approval of $5,650,359.


Personnel

-The Board of Education voted to approve the extended collective bargaining agreement with the Waukegan Teachers’ Council, as ratified by the Teachers, and to authorize the President and Secretary of the Board of Education to sign the agreement on behalf of the Waukegan Community Unit School District No. 60 Board of Education. The Administration and the Waukegan Teachers’ Council have tentatively agreed to terms on a 2-year contract extension, effective July 1, 2021 through June 30, 2023.  All contract language, except for insurance rates/contributions and the tier schedule/Entry level schedule, will remain the same the duration of the 2-year extension.

-The Board of Education voted to approve the appointments, returements, and resignations of 24 employees. 

-The Board of Education voted to approve a Science of Reading resolution as presented and direct the Superintendent to forward it to the IASB prior to the submission deadline of June 23, 2021. At the May 11, 2021 Board of Education Meeting, the District's delegate to the Illinois Association of School Board, Board Member Ms. Anita Hanna, discussed at length research she had conducted regarding the "Science of Reading" and the use of phonics in teaching reading.  She shared material with the Board members she had reviewed as part of her research, and advised the Board she would be returning with a proposed resolution for the Board's consideration and approval which would then be forwarded to the IASB for consideration by its 2021 Delegate Assembly.


Legal Reports

-Legal Counsel gave a presentation on 2020-2021 FOIA requests received by the district. 

-Legal Counsel gave a report on the bid process for the Distirct’s copier contract.
