On March 11, 2021, the American Rescue Plans (ARP) was signed into law.  In it, the U.S. Department of Education is providing an additional $121.9 billion for the Elementary and Secondary School Emergency Relief Fund (ESSER III Fund).  Waukegan Community Unit School District 60 (WPS60) is allotted a total of $50,586,354 in ESSER III (ARP).  A total of $43,375,340 was made available directly to the District with a requirement that 20% of that amount must be spent to address learning loss.  The remaining allocation is considered state level reservations for learning loss, summer enrichment and after school activities in amounts of $5,150,724, $1,030,145 and $1,030,145, respectively.

District 60 is planning for full in-person learning for the 2021-2022 school year.  We are excited to welcome all students back to school in August.  This plan describes how WPS60 will provide the safe return to in-person instruction and continuity of services for all schools, including those that have already returned to in-person instruction.  This report template complies with all reporting requirements of the ARP Act (Public Law 117-2), the ESSER III grant terms, conditions, and assurances (CFDA Number 84.425U, and the interim final rule established by the United States Department of Education, 86 FR 21195.

WPS60 provided the public the opportunity to provide input on the development of the plan and took such input into account when developing this plan.

We continue to await further guidance from the Illinois State Board of Education on any changes to health and safety guidelines for re-opening. The District’s Return to School Plan is intended to be a living document that outlines efforts to support all students and evolves to meet the needs of those whose educational progress is most in jeopardy as a result of the negative impact of the pandemic.
