Representatives from the JROTC Drill Team gave a short presentation about the team, and presented the Board with a team photo. 


Action Items

The Board of Education voted to approve the renewal of RespondAbility for the 2022-2023 SY in the amount of not to exceed $122,000. RespondAbility will allow the district to utilize division specific dashboards to manage, monitor, and track our work.  RespondAbility dashboards provide clarity, focus, and accountability to individuals and teams.  Teams understand how their work supports district goals in real-time and the platform will allow us to develop the district's strategic plan beyond 2022.  RespondAbility will be expanded to include other district administrators as well as site-based administrators during the 2022-2023.  RespondAbility is an instrumental part of the Framework for Success and our continuous improvement efforts. 

The Board of Education voted to approve the purchase of PBIS Vending machines for student incentives for Waukegan High School and all 5 middle schools in the amount of $44.474.

The Board of Education voted to approve the purchase of Anatomy and Physiology paper and online texts for the Anatomy and Physiology course at Waukegan High School for the 2022-2023 school year in the amount of $45,761.

The Board of Education voted to approve the purchase of Advanced Placement Environmental Science paper and online texts for the Advanced Placement Environmental Science courses at Waukegan High School for the 2022-2023 school year in the amount of $13,509.

The Board of Education voted to approve the yearly renewal of Gaggle Archival and Monitoring services. This software is used for litigation holds, FOIA requests, E-mail archival and E-mail monitoring. This purchase was budgeted for under Contractual Obligations and the cost is $161,015.

The Board of Education voted to approve the yearly renewal of the Filewave MDM Management software. Filewave is the product that the district uses to remotely "push" and manage all software and apps for all district iPad's and staff devices. Cost to renew is $78,880.

The Board of Education voted to approve  the yearly renewal of the Microsoft Licensing Agreement. These licenses are assigned to a variety of critical systems across the district and are renewed every July. Renewal cost is $57,904.

The Board of Education voted to approve the purchase of Hapara licenses for $72,105 to support the teacher's hub of all student work organized by class and also help teachers to view and facilitate real time Chromebook browser activity of learners.

The Board of Education voted to approve the purchase of Remind licenses for $42,548.55, to support our teachers, counselors, nurses and other staff uses to communicate with students and parents.

The Board of Education voted to approve the purchase of web content and school messenger licenses for $55,250 to support district website hosting services and district level mass communication tool (School Messenger). The tool is used to communicate with staff, students and parents.

The Board of Education voted to approve the attendance of  Evonnda Fulton to attend the Dream Partnership Conference in Portland, on June 27, -July 1. The total estimated cost is $2,569 which includes lodging, travel as well as mileage and meal per diem.  However, $1,900 of the total cost will be reimbursed to the district, as Ms. Fulton was chosen as one of the sponsored recipients.

The Board of Education voted to  approve the renewal of Linked In – eLearning Technical Knowledge Platform in the amount of $17,940 for a 3 year contract. The ITS Department staff uses Linked In – eLearning to refresh technical knowledge with different solutions, programming languages, databases, cybersecurity, graphic design, networks, systems, and more. 

The Board of Education voted to approve the renewal of Abre platform solution for Family and Community Engagement (FACE) and Crisis Interventions & Social-Emotional Learning Departments in the amount of $223,370 for a 3 year contract.

The Board of Education voted to  approve the renewal of T-Mobile Students WiFi Hotspots for July 1, 2022 – June 30, 2023 in the amount of $406,859

The Board of Education voted to approve the purchase of a graphic calculator app so all students can access it on their chromebooks for the amount of $40,950.

The Board of Education voted to  approve 2Teach Contract for Co-Teach Training at a cost of $37,150

The Board of Education voted to approve the payment of second year of the three year contract for Goalbook at a cost of $177,012.

The Board of Education voted to approve the Contract for Bilingual Speech and Language Evaluator--Colleen Michels at a cost of $100,000.

The Board of Education voted to approve amendments to Board policy 5201, Curriculum, as presented for second reading. This policy was presented for first reading on March 21, 2022, having gone through the District's Equity Policy review process.  On April 5, 2022, the Equity Policy Review Workgroup Chair, Lisa Ambroggio, presented the Workgroup's review at second reading.  The Board held the policy over for purposes of action.  The policy is being put forth this evening for action on the second reading, no questions or requested amendments to the proposed policy changes as originally presented having been received.

The Board of Education voted to approve the in-classroom coaching support, consulting and teacher/leadership training sessions through Carnegie Learning for the purpose of strengthening math core instruction and staff development in the amount of $147,500.

The Board of Education voted to approve the Safety and Security proposal between RJ Harris and Associates and WPS60 in the amount of $75,000, subject to finalization of the District's standard agreement for independent consultant services. 

The Board of Education voted to approve that WPS60 "piggyback" with BSN Sports/US Games, Contract No. R160701, Office Depot, Contract No. R141703, CDW, Contract No. 2018011-01, Warehouse Direct, Contract No. NCPA11-18, Nassco, Contract No. Omina Partners: NIPA#151148, and North American, Contract No. Omina Partners: NIPA#151148.   

The Board of Education voted to approve the City of Waukegan's Facility Rental Waiver Request for their 2022 Pageant. The amount being waived is $1101. 

The Board of Education voted to approve the Waukegan Band Foundation's facility rental waiver request for all fees pertaining to their current concert season. The Foundation will use Gyms A and B at the Washington Campus. The total amount being waived is $5,695.


The Board of Education voted to approve the recommended changes to Board policies 3202, Tuition for Non Resident Students; 3203, School Fees and Fee Waivers and 3203, Fees - Instructional Materials, Textbooks, Equipment, Activities, as presented for second reading. The Equity Workgroup reviewing the District's policies regarding school fees and fee waivers was led by Ms. Gwen Polk, the District's Associate Superintendent for Finance and Business Services, with the assistance of Mr. Anderson Latimore.  The Workgroup's proposed recommendations were reviewed by the Equity Advisory Committee and Administration and have completed legal review.  The policies were presented for first reading at the May 10, 2022 Board meeting along with a powerpoint explaining the Workgroup's findings. The Administration recommended one change to policy 3203 which proposes to make the Volunteer In Lieu of Fees opportunity to have an effective date of July 1, 2023 in order to allow the Administration to develop an implementation plan and procedures.  In support of this recommendation, the Administration is also recommending school fees be waived for the 2022-2023 school year, in a separate action item. On average, the District has assessed approximately $1.8M in annual registration fees  ($1,836,623 in FY18 and $1,808,473 in FY19).  Historically, on average approximately, 69% of the fees are waived (based on waivers granted in FY18 totaling $1,308,725 and $1,211,380 in FY19).  



Personnel Items

The Board of Education voted to approve the appointments, resignation and terminations of  39 employees. 

The Board of Education voted to deny the Uniform Grievance Complaint appeal lodged by Employee #18902 under Board Policy 2110. 

The Board of Education voted to approve the attendance of Theresa Plascencia at the 2nd Annual Association of Latino Administrators and Superintendents Small and Large School District Symposium in Washington D.C. on July 21 and 22 at an estimated cost of $515. The Superintendent has been selected to speak at the event, and will have many of her costs covered by ALAS. The estimated costs cover a portion of lodging, airfare and per diem.

The Board of Education voted to approve the attendance of 10 employees and one board member listed below to the 2022 National Association of Latino Administrators and Superintendents (ALAS) Education Summit in San Juan, Puerto Rico, from October 5 to October 7, 2022 at a estimated cost of $2,050 per person, for a total cost of $22,550. Cost includes airfare, lodging, registration fees, and per diem. and 1 board member employees listed below to the 2022 National Association of Latino Administrators and Superintendents (ALAS) Education Summit in San Juan, Puerto Rico, from October 5 to October 7, 2022 at a estimated cost of $2,050 per person, for a total cost of $20,500. Cost includes airfare, lodging, registration fees, and per diem. ALAS attendees from Waukegan Public Schools: Jennifer Rice de la Sanchez, Joel Ruiz, Nelson Campos, Theresa Plascencia, Gladys Rodriguez, Roberto Silva, Amanda Patti, Catalina Quinones-Nelson, Lisa Ambroggio, Josue Cuevas, Anita Hanna.  

The Board of Education voted to approve the attendance of 10 employees and one Board Member listed below to the 2022 National Alliance of Black School Educators (NABSE) National Conference in National Harbor, Maryland, from November 30 to December 4, 2022 at a estimated cost of $2,200 per person, for a total cost of $24,200. Cost includes airfare, lodging, registration fees, and per diem. Waukegan Public Schools attendees at NABSE: Theresa Plascencia, Daniel Hill, Issac Kirkwood, Tasha London, Tasia Fields, Gwen Polk, Amy Oliva, Sandi Johnson, Kim George, Natasha Pierce, Jeff McBride. 

The Board of Education voted to approve the attendance of Ros Harrison at the  2022 IAAP Conference in Nashville, TN July 13-July 16, 2022. The estimated cost is $1,500 which includes Lodging, Transportation and meals per diem. 

The Board of Education voted to approve the proposal to establish an MCEL Chapter within Waukegan Public Schools at a cost of $75,400.

The Board of Education voted to approve the creation of a Facilitator of Communications and Engagement FTE position for Waukegan High School, to support the school's family and community engagement and communications efforts, at an estimated annual salary not to exceed $60,000.

The Board of Education voted to approve the attendance of  LeBaron Moten, and Programs and Gwendolyn Polk, at the 2022 ASBO Conference. The conference will be held September 13-17, 2022 in Portland, OR. The estimated cost is $5,000 or $2500/pp which includes registration, travel, lodging and per diem.

The Board of Education voted to approve the attendance of MTSS Coaches at the Network for College Success's PD on Leading Professional Learning Communities in the amount of $9,000.

The Board of Education voted to approve the attendance of Ms. Tasia Fields and Ms. Bari Schwartz to the 12th Annual National Summit for Courageous Conversation in Washington DC, from October 2, to October 6. The estimated total cost is $8,500, and includes Registration, Travel, Hotel Accommodations, and Per Diem.


 


The Board of Education voted to approve the professional development request for Robbie M. Lightfoot Early Learning Center with the Erikson Early Math Collaborative at a cost not to exceed $50,000.

The Board of Education voted to approve the professional development request for Clearview teacher Ms. Monica Lindner to attend UnboundED Standards Institute, July 25-29, 2022 in the amount of $5995.

The Board of Education voted to approve the professional development request for Clark, Edith Smith, and Whittier staff, as well as two Board Members, to attend the IB Global Conference in the amount of $80,325. The cost of the conference is $4,725 per individual, for a total of 17 people. 

The Board of Education voted to approve the attendance of  7-10 employees to attend the Network for College Success National Freshmen Success Institute  on July 19-21, October 20-21, and February 16-17 at the University of Chicago in the amount not to exceed $1,000 per participant per session.



Financial Items

The Board of Education voted to approve the Continuing Resolution Authority Agreement (CRA). A Continuing Resolution Agreement (CRA) is an interim authority, enacted to provide authority for ongoing activities because the District's budget has not been adopted by the beginning of the fiscal year. This CRA has a fixed life and provides the authority necessary to allow operations to continue in the absence of budget adoption.  This CRA will expire immediately upon adoption of the FY 2023/2023 budget.
