Waukegan Public Schools is proud to announce that Clark Elementary School has been officially authorized as an International Baccalaureate World School, offering the Primary Years Programme (PYP).
Clark received its official authorization last month following a multi-year process that began in 2022. The designation recognizes the Clark community’s commitment to providing rigorous, inquiry-based instruction that encourages students to think critically, take ownership of their learning, and make meaningful connections to the world around them.
IB authorization requires schools to undergo an extensive review process that includes professional development, curriculum alignment, policy development, and on-site evaluation by the International Baccalaureate. Clark staff worked collaboratively to redesign units, strengthen instructional practices, and ensure systems were in place to support IB’s academic and organizational standards.
“This recognition reflects the dedication and hard work of Clark’s teachers, staff, and school leadership,” said Superintendent Theresa Plascencia. “We are incredibly proud of the effort and commitment shown throughout this process. This achievement would not have been possible without the support and buy-in from Clark’s students, families, and entire school community, who embraced this work and helped make it a reality.”
As an IB World School offering the Primary Years Programme, Clark will emphasize inquiry-based learning, global-mindedness, and whole-child development. The IB PYP encourages students to ask questions, think deeply, and make meaningful connections across subjects and cultures.

"Our IB Coordinator and external Inquiry Coach were absolutely pivotal — they challenged us, pushed our thinking, and helped us build a Program of Inquiry that is both rigorous and deeply rooted in who our students are. This achievement belongs to every teacher and staff who reimagined their practice, every parent who leaned in and believed in this work, and every student who showed up with curiosity and courage. Clark didn't just earn an authorization — we earned it together.”
Clark Elementary becomes the district’s second IB World School, joining Whittier Elementary, which was authorized in 2024. Clark and Whittier are currently the only authorized IB schools in Lake County.
