Throughout this past year, we have kept our community informed about the District's financial outlook and the steps we are taking to responsibly plan for the future. During our recent budget workshops, we shared that our goal is to reduce next year's proposed budget by more than $10 million while protecting the educational opportunities and services that matter most to students.

As part of that work, the Board of Education will consider a recommendation at Tuesday night's meeting to align staffing and resources with current enrollment, student needs, and available funding.

The recommendation includes eliminating 54 positions. Thirty-one of those positions are currently vacant and therefore will not affect current employees. The remaining 23 positions are currently staffed and represent reductions within bilingual tutors, computer assistants, paraprofessionals, regular education assistant paraprofessionals, and Wraparound Center positions. These services will continue, but with fewer positions in those areas.

These recommendations also follow administrative position reductions made earlier this summer, reflecting our commitment to reviewing staffing across all levels of the organization.

Staffing reductions reflect the reality that Waukegan Public Schools has experienced a decline of more than 4,000 students since 2015, while staffing levels have not decreased at the same rate. The District is not in a financial crisis. We remain in a strong financial position because of years of sound financial management. However, we must ensure our staffing and resources continue to align with enrollment, student needs, and available funding.

For six consecutive years, the Board of Education chose not to increase the property tax levy, helping reduce the burden on local taxpayers. During that same period, the District also negotiated competitive agreements with our employee groups to attract and retain talented educators and staff. Those were important investments in both our community and our workforce. Today, we must balance those commitments with the responsibility to maintain the District's long-term financial sustainability.

Throughout this process, we have worked closely with our employee unions and followed contractual and legal requirements. Staff members who may be affected have been notified, seniority lists have been reviewed with the unions, and employees have been informed of current vacancies for which they may qualify, as well as their recall rights when applicable. Our hope is to place as many affected employees as possible into positions for which they are qualified as opportunities become available.

We do not expect these recommendations to negatively impact services provided to students. We will continue evaluating staffing, programs, and operations to ensure our resources remain aligned with enrollment, student needs, and available funding. As we do so, our highest priority will remain protecting direct services for students, including strong classroom instruction, mandated services, student safety, athletics, fine arts, tutoring, after-school opportunities, and the programs that help our students succeed.

We recognize these recommendations affect valued members of our District 60 family, and we do not make them lightly. We must make thoughtful decisions today so we can maintain a financially sustainable District that continues to serve students well for years to come.

Actualización sobre Personal y Presupuesto

A lo largo del último año, hemos mantenido a nuestra comunidad informada sobre la situación financiera del Distrito y las medidas que estamos tomando para planificar el futuro de manera responsable. En nuestros recientes talleres sobre el presupuesto, compartimos que nuestra meta es reducir el presupuesto propuesto para el próximo año en más de 10 millones de dólares, protegiendo al mismo tiempo las oportunidades educativas y los servicios más importantes para los estudiantes.

Como parte de esa labor, la Mesa de Educación considerará una recomendación en la reunión del martes por la noche para alinear el personal y los recursos a la matrícula actual, las necesidades de los estudiantes y a los fondos disponibles.

La recomendación incluye la eliminación de 54 puestos. Treinta y uno de ellos están actualmente vacantes y, por lo tanto, no afectarán a los empleados actuales. Los 23 puestos restantes están ocupados y representan reducciones en las categorías de tutores bilingües, asistentes de computación, auxiliares, auxiliares asistentes de educación regular y puestos en el Centro Integral de Servicios. Estos servicios continuarán, pero con menos personal en dichas áreas.

Estas recomendaciones también se suman a las reducciones de puestos administrativos realizadas a principios de este verano, lo que refleja nuestro compromiso de revisar el personal en todos los niveles de la organización.

El Distrito no atraviesa una crisis financiera; mantenemos una posición financiera sólida gracias a años de un trabajo financiero prudente. No obstante, debemos asegurar que nuestros recursos sigan estando alineados con la matrícula, las necesidades de los estudiantes y los fondos disponibles. 

Por seis años consecutivos, la Mesa de Educación decidió no aumentar el impuesto sobre la propiedad, lo que ayudó a aliviar la carga económica de los contribuyentes locales. En ese mismo periodo, el Distrito también negoció acuerdos competitivos con los grupos de empleados para atraer y retener a maestros y personal talentoso. Esas fueron inversiones importantes tanto para nuestra comunidad como para nuestra fuerza laboral. Hoy debemos equilibrar esos compromisos con la responsabilidad de mantener la sostenibilidad financiera del Distrito a largo plazo 

A lo largo de este proceso, hemos trabajado estrechamente con los sindicatos de nuestros empleados y hemos cumplido con los requisitos contractuales y legales. Se ha notificado al personal que podría verse afectado, se han revisado las listas de antigüedad con los sindicatos y se ha informado a los empleados sobre las vacantes actuales para las que podrían reunir los requisitos, así como sobre sus derechos de reincorporación cuando corresponda. Nuestra intención es reubicar a la mayor cantidad posible de empleados afectados en puestos para los que estén cualificados, a medida que surjan oportunidades.

No prevemos que estas recomendaciones afecten negativamente a los servicios que se prestan a los estudiantes. Continuaremos evaluando la dotación de personal, los programas y las operaciones para asegurar que nuestros recursos sigan alineados con la matrícula, las necesidades de los estudiantes y los fondos disponibles. Al hacerlo, nuestra máxima prioridad seguirá siendo proteger los servicios directos para los estudiantes, incluyendo una enseñanza de calidad en el salon, los servicios obligatorios, la seguridad estudiantil, el atletismo y el artístico, la tutoría, las oportunidades extracurriculares y los programas que ayudan a nuestros estudiantes alcancen el éxito.

Reconocemos que estas recomendaciones afectan a miembros muy apreciados de nuestra familia del Distrito 60, y no las hacemos a la ligera. Debemos tomar decisiones bien pensadas hoy para mantener un distrito financieramente sostenible que continúe sirviendo a los estudiantes en los años venideros.
