I am very excited today to announce a new Waukegan Public Schools’ infrastructure initiative which will better utilize our District spaces, and improve the services we offer to students, staff and families. At our April 12 Board of Education meeting we introduced a multi-year Transitions to Support Student Access plan. In this message I will share a lot of information about this plan, and how we feel it will benefit our District and the community as a whole.

Our Transitions to Support Student Access plan is a long time coming. Many of you may recall in Fall 2019 our District purchased a six-story building in downtown Waukegan at an incredible value. At the time we discussed the need to centralize some of our District services, while also freeing up space in our current central office for student programming. When the global pandemic hit a few months later, much of this planning and work was put on hold, as our resources and energy were needed elsewhere. 

More than 30 months after the initial building purchase, we’re prepared to share our proposed plan, which has components directly benefiting students, families, staff and our community as a whole. This plan is being developed in conjunction with the District’s budgeting process and the goal is that it will be completed without the need for a referendum, and we don’t anticipate it will impact existing or planned capital improvement projects at our schools throughout the District.  

What is the Transition to Support Student Access plan? In short, it’s a multi-year infrastructure plan that will transform the services and usage of several District buildings, including the Welcome Center, Lincoln Center, the AOEC building and our downtown building at 214 Washington Street. This plan will create additional student programming, emphasize customer service for our families, provide much-needed resources to our community, reiterate our commitment to providing professional development to our staff, and much more. 

While no formal action was taken on this plan at Tuesday’s meeting, an informational presentation was made detailing various components, benefits, timelines and anticipated costs. While all aspects of the multi-year plan have not been finalized, the presentation provides valuable information. A slide deck of the presentation can be reviewed here in English and Spanish. Waukegan Education Services Center  - The Waukegan Education Services Center will be open at 214 Washington Street. At this site many of our departments currently located at the Welcome Center and Lincoln Center will operate and serve parents and staff in a one-stop-shop approach, with most public-facing departments easily accessible on the first floor of the building. This is going to eliminate the need for parents to visit multiple District buildings when needing support. 

Wraparound Center- A new community Wraparound Center at the Education Services Center (214 Washington Street) will offer students, families, and other residents support and allow them to access services and resources from various community agencies in a central location on the lower level of the building. This will potentially include: juvenile justice advocates, SEL services, clothing and/or food pantry, attorney services, substance abuse counseling, and more. The cost of the Wraparound Center will be significantly funded by a grant through the Department of Commerce and Economic Opportunity, which was secured with the assistance of State Rep. Rita Mayfield. 

BEST Center - The Behavior, Emotional and Social Teaching (BEST) Center is proposed for the current site of Lincoln Center, 1201 N. Sheridan Road. We will provide in-district services for some students that are currently being provided out-of-district services in therapeutic day schools. This will provide intense Social and Emotional Learning (SEL) support to students whose behaviors or emotional needs require additional resources. We anticipate serving up to 50 students as part of the BEST program. 

Alternative/Optional Education Center relocation - The Alternative/Optional Education Center (AOEC) will move to the current site of Lincoln Center to occupy space vacated by the move of offices to 214 Washington Street.  This will allow AOEC students to have access to a wider range of programming options that were previously limited by space. Approximately 150 students are currently enrolled in AOEC. 

JROTC Academy - A proposed JROTC Academy will be housed at the current site of AOEC on Glen Rock Avenue. This central location will act as a hub that will serve Waukegan High School JROTC students from both the Brookside and Washington campuses. It will be a dedicated space for our storied JROTC program and offer space for team drills and much-needed office space for JROTC staff. It will also provide JROTC students with dedicated space to learn, collaborate and mentor. 

Waukegan Professional Learning Center - A new Waukegan Professional Learning Center is proposed for the site of the current Welcome Center on Greenwood Avenue. At the Professional Learning Center space will be transitioned into classrooms  and collaborative spaces for professional development, staff training, parent workshops and community meetings. 

We’re excited about this plan, and we hope that our community will be as well. We understand that an undertaking of this scope doesn’t come without questions, and we want to hear yours.  We’re using ThoughtExchange to solicit feedback. We will also host a series of community meetings to discuss the Transitions to Support Student Access plan. Me encuentro muy emocionada de anunciarles el día de hoy una nueva iniciativa de infraestructura de las Escuelas Públicas de Waukegan que utilizará mejor los espacios de nuestro Distrito y mejorará los servicios que le ofrecemos a los estudiantes, el personal y las familias. En nuestra reunión de la Mesa Directiva de Educación del 12 de abril, presentamos un plan plurianual de Transiciones para Apoyar el Acceso Estudiantil. En este mensaje compartiré mucha información sobre este plan y cómo creemos que beneficiará a nuestro Distrito y a la comunidad en general.

Nuestro plan de Transiciones para Apoyar el Acceso Estudiantil viene desde hace mucho tiempo. Muchos de ustedes recordarán que en el otoño del 2019 nuestro Distrito compró un edificio de seis pisos en el centro de Waukegan a un valor increíble. En ese momento discutimos la necesidad de centralizar algunos de los servicios de nuestro Distrito, y a la vez liberar espacio en nuestra oficina central actual para la programación estudiantil. Cuando la pandemia mundial golpeó unos meses después, gran parte de esta planificación y trabajo se puso en espera, ya que nuestros recursos y energía se necesitaban en otros lugares.

Más de 30 meses después de la compra inicial del edificio, estamos preparados para compartir nuestra propuesta de plan, la cual tiene componentes que benefician directamente a los estudiantes, las familias, el personal y nuestra comunidad en general. Este plan se está elaborando junto con el proceso presupuestario del Distrito y la meta es que se complete sin la necesidad de un referéndum, y no anticipamos que afectará los proyectos de mejora capitales planificados o existentes en nuestras escuelas a lo largo del Distrito.

¿Qué es el plan de Transiciones para Apoyar el Acceso Estudiantil? En resumen, es un plan de infraestructura multianual que transformará los servicios y uso de varios edificios del Distrito, incluyendo el Centro de Bienvenida, el Lincoln Center, el edificio AOEC y nuestro edificio del centro en 214 Washington Street. Este plan creará programación estudiantil adicional, enfatizará el servicio al cliente para nuestras familias, proporcionará recursos muy necesarios a nuestra comunidad, reiterará nuestro compromiso de brindar desarrollo profesional a nuestro personal y mucho más.

Aunque no se tomó ninguna acción formal sobre este plan en la reunión del martes, se realizó una presentación informativa que detalla varios componentes, beneficios, líneas de tiempo y costos anticipados. Centro de Servicios Educativos de Waukegan  - El Centro de Servicios Educativos de Waukegan estará abierto en el 214 Washington Street. En este sitio, muchos de nuestros departamentos actualmente ubicados en el Centro de Bienvenida y en el Lincoln Center operarán y atenderán a los padres y al personal en un concepto de servicio único, con la mayoría de los departamentos de atención al público fácilmente accesibles en el primer piso del edificio. Esto eliminará la necesidad de que los padres visiten varios edificios del Distrito cuando necesiten apoyo.

Centro BEST - El Centro de Enseñanza Conductual, Emocional y Social (BEST por sus siglas en inglés) se propone para el sitio actual del Lincoln Center, 1201 N. Sheridan Road. Brindaremos servicios dentro del distrito para algunos estudiantes que actualmente reciben servicios fuera del distrito en escuelas de día terapéuticas. Esto brindará un apoyo intensivo de Aprendizaje Social y Emocional (SEL por sus siglas en inglés) a los estudiantes cuyos comportamientos o necesidades emocionales requieren de recursos adicionales. Anticipamos atender hasta 50 estudiantes como parte del programa BEST.

La reubicación del Centro de Educación Alternativa/Opcional - El Centro de Educación Alternativa/Opcional (AOEC por sus siglas en inglés) se trasladará al sitio actual del Lincoln Center para ocupar el espacio que quedó vacante por el traslado de las oficinas al 214 Washington Street. Esto permitirá que los estudiantes de AOEC tengan acceso a una gama más amplia de opciones de programación que anteriormente estaban limitadas por el espacio. Actualmente están matriculados aproximadamente 150 estudiantes en AOEC.

La Academia de JROTC - Una propuesta Academia de JROTC se ubicará en el sitio actual de AOEC en Glen Rock Avenue. Esta ubicación central actuará como un centro que atenderá a los estudiantes de JROTC de la Escuela Secundaria de Waukegan de ambos planteles de Brookside y Washington. Será un espacio dedicado para nuestro histórico programa de JROTC y le ofrecerá espacio para los entrenamientos de equipo y un espacio de oficina muy necesario para el personal de JROTC. También le proporcionará a los estudiantes de JROTC un espacio dedicado para aprender, colaborar y orientar.

Centro de Aprendizaje Profesional de Waukegan - Se propone un nuevo Centro de Aprendizaje Profesional de Waukegan para el sitio actual del Centro de Bienvenida en Greenwood Avenue. En el Centro de Aprendizaje Profesional, el espacio se transformará en aulas y espacios de colaboración para el desarrollo profesional, la capacitación del personal, talleres para padres y reuniones comunitarias.

Estamos entusiasmados con este plan y esperamos que nuestra comunidad también lo esté. Entendemos que una iniciativa de este alcance no viene sin preguntas, y queremos escuchar las suyas.
