Update on This Morning’s Lockdowns

We are writing to provide an update on this morning’s lockdowns at several of our school buildings. As stated in an earlier message, schools were placed on lockdown as a precaution, after it was reported that individuals in two vehicles were allegedly shooting at each other while driving near the center of Waukegan, which is in the vicinity of several schools. The lockdowns were lifted a short while later after law enforcement determined a threat to those in the vicinity of the schools no longer existed.

Several schools were on lockdown this morning, as a result of police activity in the city. Lockdowns were lifted at 8:31 a.m., after Waukegan Police determined the area to be safe. We will continue to work to monitor the situation and take necessary measures to ensure student and staff safety.

Yesterday evening our Board of Education approved revisions to Policy 5301 - Graduation Requirements. The changes come as a result of our equity review of select policies and after nearly a year of work by various stakeholders. This policy work is aimed at ensuring that our District has a graduation policy that is equitable for all students, that increases the academic opportunities for students, and also assists us with closing the academic social/emotional and behavioral gaps.

In the spring we introduced our mitigation table, which outlines mitigation strategies and safety protocols in place through various levels of COVID spread. The table is a living document which our team reviews and updates periodically, based on feedback and guidance. The most notable change in this version of the table is that masks and face coverings are no longer required in our buildings when the CDC community level is at high. Instead, masks and face coverings will be recommended, unless an outbreak is identified in a building.

Waukegan Public Schools will soon administer the annual state-mandated Illinois Assessment of Readiness (IAR) to all students in grades 3-8. On Friday afternoon the Centers for Disease Control adjusted its Covid-19 community spread metrics, as well its indoor mask guidance for schools and K-12 school buses. Under the new guidance, Lake County’s COVID-19 community level is classified as “low”, and as such it is recommended that individuals should “wear a mask based on your personal preference, informed by your personal level of risk.”

Implementing 5-Day Quarantine/ Isolation

Last month the Illinois Department of Public Health updated its guidance of isolation and quarantine protocols for K-12 schools. At the time we announced that our District was continuing to evaluate the new guidance, as we were not yet ready to implement the shortened guidelines. After further consultation, and with the recent, significant decrease in local Covid cases, we are now prepared to adopt the new guidelines, beginning on Tuesday, February 22.

Parent to Parent Special Education Network Meeting

The Board of Education voted to approve the Emergency Contract Amendment request from Preferred Meals effective January 1, 2022, and ending on June 30, 2022. The amendment's estimated value is $330,877 based on projected meals counts for the Spring 2022 semester. The request is necessitated by industry cost increases for food, packaging, labor and transportation for delivery of goods.

Increased Pay & New Incentives for Substitutes

Waukegan Community Unit School District # 60 is permanently increasing its pay rate for short term (day-to-day) and long term substitute teachers, while also offering new financial incentives to substitutes. The Board of Education took action this week to increase pay in an effort to attract and retain more daily substitute teachers.

New Guidance on Quarantine Protocols
01/10/2022
Last week the Illinois Department of Public Health announced that it will be updating its quarantine protocols for K-12 schools to more closely align with recent CDC guidance. The new guidelines generally shorten quarantine periods for individuals who have tested positive for Covid-19, as well as for individuals who are required to quarantine due to a close contact. The Illinois State Board of Education, additionally, has indicated it will be issuing supplemental guidance which we expect to receive in the very near future.

Returning to School and COVID Testing

Next week we will reopen our buildings to students and staff, and classes will resume on Thursday, January 6. With everyone returning to our buildings after two weeks away, we want to stress the importance of each of us taking steps to keep each other safe, particularly as Covid cases are increasing locally and regionally. One of the most important things we can all do is get a Covid test. Following the many holiday gatherings and travels, we are strongly encouraging that students and staff get tested prior to returning next week – whether you are vaccinated or not. There are several local organizations that offer Covid testing, and we’re working with our partners at Chicago Covid Control to offer an additional option.

This week school districts across the country have received information about threats originating on the social media platform TikTok. This distributing trend is part of a challenge, which encourages students to make threats at their schools targeting December 17. Our District is aware of these threats, and we have been in communication with our partners in law enforcement. At this time, there is no indication any local threat is credible. However, our schools will implement enhanced safety practices tomorrow, December 17, as a precautionary measure.

The Board of Education voted to approve the contract between ELB US Inc. and WPSD60 for the purchase of the HALO Smart Sensor Detectors. The quoted total of the contract is $40,983.00. The installation will be provided by Computer Power Systems at a quoted cost of $25,318. The total proposed cost is $66,301. Halo Smart Sensors are used to detect environmental changes in privacy-sensitive areas and will send alerts to safety personnel. Halo will be installed inside of Washington Campus student restrooms in order to detect and deter vaping. Halo also detects noise fluctuation and analyzes room occupancy through light detection and alerts safety staff to possible disturbances in student occupied restrooms.

ESSER III Review Survey

As part of the American Rescue Plan Act of 2021, Waukegan Community Unit School District 60 has received grant funds administered through the Elementary and Secondary School Emergency Relief (ESSER) Fund. The American Rescue Plan Elementary and Secondary School Emergency Relief (ESSER III) Fund was authorized to provide states with funding to support the nation's schools in safely reopening and sustaining safe operations of schools while meeting the academic, social, emotional, and mental health needs of students resulting from the COVID-19 pandemic.

Proposed Emergency Day eLearning Plan

Waukegan Public Schools will host a special Public Hearing on Tuesday, December 21 to review our proposed emergency eLearning Plan. The purpose of this hearing will be to seek input from school personnel, parents, and other community members concerning the provision of the Illinois School Code allowing for eLearning days as amended by Public Act 101-0012. The eLearning days would be implemented in situations when school would otherwise be closed due to extreme cold, major snowstorms or other emergencies, in lieu of the District’s scheduled emergency days.

Pediatric Vaccine Opportunity for Children 5-11

Our District is partnering with Passport Health to offer Pediatric COVID-19 vaccines to Waukegan Public Schools students ages 5-11. Students will receive the Pfizer vaccine at Whittier Elementary School, 901 N. Lewis Ave. on Friday, December 17. Appointments will be available between 3:30 p.m. and 7:30 p.m. on that date. A second dose will be scheduled to be administered on January 7. Please note that vaccine appointments are limited.
